I was looking at my game collection and realised that I have a few games that got panned either by critics or gamers.
The first one has to be Spec Ops: The Line. This game pretty much failed at retail but I really enjoyed it. The gun play was fantastic as were the moral choices and the story line in general. The ending actually took me by surprise which is rare nowadays with games.
The second I will come back to later.

The first few minutes of that trailer is a stupid scripted sequence but it's one of the key plot points.

A lot of people don't like Brutal Legend, but it's one of the few games I've completed more than once. Partly the soundtrack, partly the comedy, the gameplay isn't outstanding but it's decent enough and the laughs you get from it are worth it I found.
Other than that I can't think of anything off hand.

I always liked Colonization... everyone seemed to like Civilization better (and to be fair, I can see why and probably do too), but I really like Colonization as well, it's really good in its own right, it's not just a "crappier" Civ (which a lot of reviewers seemed to act like).
That's the older mid 1990s version. I haven't played any newer games in years.

I must get round to playing spec ops. I bought it purely because of the zero punctuation review. It's a great game. It can be a bit linear in places but the multiple choices (that actually have an effect on the story!) give it a fair bit of replayability.

I'll play it some day. Probably during any extended free time I get in the medium future. At the moment I'm just playing SWTOR. It's fun. I even joined a guild (the main point of which at the moment seems to be amusing chat with people hand-chosen due to not being retards).
As for other underrated games...it seems I'm a bit of a pop-game-whore. Most of what I like is generally well liked. Maybe all of them. The only one I can think of that I really like that most people seemed not to was Nexus The Jupiter Incident. It was buggy and unfinished, but it was also awesome.
